Taillight issue on 93 civic lx?

Can anyone tell me why my far right brake light won't come on unless i have my lights on? every light comes on except the far right when i press the brake. if the parking or headlights are on then all the lights stay dim as they should. when i press the brake they all go bright except the one.. what's going on obviously the light does work...
