Whatever state your in, keep filing for an court order. I do that when he dosen't pay, I even took him to jail he didn't show up. I took him to court more then enought times, and he pays now, but he doesn't see for 8 years now. I have full rights and he has nothing. You have to prove that he unfit. In your case yes, not taking care of what he wanted. Not paying, for anything. consequences are that your on top and he below,you have total control here. Get a lawyer, and file.
